How are decisions made on architects or architectural designs for individual projects?

With respect to allocation of building plots in HafenCity, where there is a pre-sale option period of one to 1.5 years, an initial architectural competition will be carried out. Depending on the size and uses of the project, architectural competitions are either held involving a limited number of invited architects or, for public building projects, preceded by an open application procedure. The selection of participating architects is made by mutual consent by the developer, the Hamburg Urban Development & Environment Ministry and HafenCity Hamburg GmbH. 

Architectural competitions carried out follow European guidelines and directives for competition in the construction sector (GRW). Selection of the project is decided by a prize jury. In addition to judging the submissions, the jury is also responsible for advising the developer inviting the architectural competition, deciding which participants are to be involved and recommending how the process should continue after the competition. The prize jury is made up of technical jurors and experts who must be unconnected with the developer or competition participants. The experts involved are at least as qualified as the architects, landscape architects or urban planners taking part. They form the majority and one of them becomes prize jury chairman. Technical jurors do not have to be experts on the area on which the competition is focused: as a rule they represent the developer, parties in the local district parliament, prospective users, or the owner of the development site, HafenCity Hamburg GmbH.
