How are sites in HafenCity allocated to developers?
When a competition is held, it is usually the quality of the concept and the concept itself that are decisive. The aim of the process is to create a basis for varied and high-quality development. The purchase price is frequently fixed before tenders are invited, so that it plays no role in award of contracts.
Plots planned for office use, however, are often not subject to a tendering process. Instead, companies that propose taking over at least 50-70 per cent of a site / building for their own and their employees’ use, make an application to HafenCity Hamburg GmbH.
If the application to HCH is positive or if a suitable piece of land has been agreed, where Land Commission approval is required, the sale of the site is not the next step, instead the pre-sale option period begins. This procedure is also designed to ensure quality, since HafenCity Hamburg GmbH and the Free and Hanseatic City of Hamburg retain a large degree of influence. A pre-sale option period is also very advantageous for potential purchasers, since they have the exclusive opportunity to begin planning for the plot. However the actual purchase price does not have to be financed until the end of the procedure, i.e. when the purchase takes place.
