Why was the Ecolabel reworked?
The HafenCity Ecolabel from HafenCity Hamburg GmbH, an accolade awarded for sustainable construction, has been used since 2007 to certify special or outstanding examples of sustainable building. This is designed to motivate private and public builders and developers in the new district to handle resources responsibly: preliminary certification of the building is also a useful tool in the marketing of the project. Now when new sites are put out to tender for development, it is a regular requirement that buildings should fulfill the strict criteria for the Ecolabel.
Initially the Ecolabel applied to residential and office buildings; in 2010 its remit was broadened to include hotel, retail and mixed use buildings. Certification was already awarded according to a catalog of criteria broken down into five categories; many of these criteria were fine-tuned and augmented through the expansion of the Ecolabel. In Category 1 the maximum primary energy consumption allowed for buildings destined for certification was reduced even more markedly; this means for example that residential buildings have to attain passive-house standard. Category 2 (sustainable handling of public goods) now also takes into consideration family-friendliness (of hotel and retail buildings, for instance), as well as efficient use of space (using roofs for gardens, terraces or solar energy equipment).
The health and comfort characteristics of a new building are evaluated in Category 4. Here for instance acoustic aspects (reverberation and soundproofing) have been added. This category also stipulates that users have more influence on glare protection and air circulation in automatically air-conditioned spaces. Barrier-free mobility is an important new criterion required under Category 5 (building operation): buildings should be easily accessible to people with limited mobility, providing adequately spacious facilities e.g. in restrooms.
As these criteria show, although sustainability should certainly be perceived as a timeless concept, it always needs to be adjusted to the contemporary context. The idea of sustainability continues to fire a continuous and animated debate amongst public and experts, whilst technical progress makes possible increasingly ambitious solutions. Revision of the Ecolabel is a recognition of this process – and also reinforces HafenCity’s pioneering role as a sustainable model project.
